Considering the health risks of CFLs, how is it legal for the government to encourage people to use them?

I think they consider it to be a worthy risk, of having a few milligrams of neurotoxic heavy metal vapor in your home in the event of a break instead of the carbon dioxide that plants eat that would have been released making the energy to power the incandescent light bulb.
