Do police have to caution u when they arrest you?

Caution you about what? Do you mean a caution against self incrimination? No, they do not. Similarly to the Miranda warnings in the US, they do have to caution you if they intend to question you while you are in custody, unless it is clear that you are already aware of your rights. If they fail to caution you, any statement made may be excluded from evidence.
